Overview

The Office of HIV/AIDS Policy’s The Leadership Campaign on AIDS (OHAP/TLCA) is a Federal project created to educate, motivate, and mobilize local and national leaders in the fight against HIV/AIDS. We support the fight against HIV/AIDS in minority communities by assisting both minority leadership and the Federal government through technical assistance and capacity building.
 
The specific objectives of the project are:
 

  1. To reach out to minority communities and work with their organizations and leaders to increase and enhance active leadership in HIV/AIDS prevention and care
  2. To reach out to Federal officials to increase their awareness of HIV/AIDS
  3. To work to change systems and strategies within the government so that it becomes easier for minority community-based and faith-based groups to be a part of the Federal response to HIV/AIDS
  4. Promote HHS programs, policies, and resources
  5. Be supportive of the National HIV Community Movilization Campaign
  6. Explore the use of new technologies (web pages, webcasts, podcasts, etc.) to disseminate information about HIV/AIDS to the general public
  • Practice six degrees of promotion (e.g., website, press release, PSA, article, podcast, community meeting)
  • Ensure documentation, evaluation, and performance measures
  • Ensure resources follow the epidemic
  • See HIV in the context of other health disparities
  • Ground TLCA’s work in a community-based response, for and by the community

Project Activities
 
OHAP/TLCA targets two populations: leaders in minority and faith communities and Federal staff. Externally, OHAP/TLCA conducts minority community outreach through public and private partnerships. OHAP/TLCA works with local and national organizations to enhance the work of community leaders, and to encourage them to speak out against HIV/AIDS.
 
Technical Assistance for Community and Faith-Based Partners: Minority community-based organizations and leaders who address the epidemic in their work and get involved in OHAP/TLCA receive training and technical assistance in various areas, including media outreach and organizational development, resource and program development, communications and media outreach, website development, graphic design, logistical assistance, and evaluation support.
 
HHS Employee Education: Internally, OHAP/TLCA does a limited amount of employee education and development. OHAP/TLCA works with Federal staff to enhance their capacity to address the issue of HIV/AIDS in minority and other communities at greatest risk for HIV/AIDS. Federal staff are provided plain language training to write clear, concise RFPs (making the grants process more open and accessible to a wider range of potential applicants), bimonthly HHS conference calls to educate them on HHS’ policies, priorities, and resources, and other activities focused on HIV/AIDS Observance Days.
 
Technology: OHAP/TLCA also uses cutting edge, new technologies (web pages, webcasts, podcasts, etc.), and radio, print, and Web media outreach activities to disseminate information about HIV/AIDS to the general public. OHAP/TLCA provides technical assistance to partners on the use of new technologies to promote HIV prevention, testing, and treatment messages, and to promote national HIV/AIDS Observance Days.
 
OHAP/TLCA has developed an Internet gateway, www.AIDS.gov, which allows visitors to easily find all Federal domestic HIV/AIDS information.
 
Federal HIV/AIDS Observances: OHAP/TLCA supports eight major national HIV/AIDS Observance Days by coordinating employee education events and hosting a website for those observances (http://www.omhrc.gov/hivaidsobservances/index.html).
 
Process Evaluation: Mosaica also conduct process evaluation of all TLCA related activities, both internal and external.
