Experience
Since its inception in 1994, Mosaica has been deeply involved in professional consultation related to HIV/AIDS services, including national and regional training and technical assistance,
materials development, organizational assistance to HIV/AIDS service providers and planning bodies, needs assessment, and other research, policy analysis, and evaluation. Mosaica has
special expertise in assisting Ryan White CARE Act grantees and planning bodies. As a subcontractor to Ryan White Technical Assistance Contractor John Snow, Inc. (JSI) from 1996-2001,
to BETAH Associates from 2001-2005, and to current TAC contractor WriteProcess, Inc., Mosaica has assisted Ryan White planning bodies and grantees on issues such as needs
assessment and unmet need, comprehensive planning, outcomes evaluation, strengthening consumer involvement, multicultural competence, and clarifying the relationship between the planning
body and grantee.
Staff have assisted a wide range of States and Title I eligible metropolitan areas (EMAs), among them Florida, Indiana, New Jersey, Texas, Virginia, Maryland, Puerto Rico, and the District of
Columbia; and Baltimore, Bergen-Passaic (NJ), Caguas (PR), Chicago, Dutchess County (NY), Kansas City, New Haven, Norfolk, Phoenix, Sacramento, St. Louis, San Diego, San Jose,
and Washington, DC.
Following are some examples of types of assistance:
- Targeted assistance: Mosaica provides targeted assistance,
combining site visits with e-mail and telephone support, to Title I grantees
and Planning Councils and to Title II, Title III, and Title IV programs to
meet specific needs. Sample assignments:
- Providing comprehensive assistance to Title I Planning Councils and grantees
to enable them to meet legislated responsibilities and operate effectively
- Helping Title I Planning Councils to review and restructure their committees
- Strengthening consumer involvement as planning body, committee, and PLWH caucus members
- Supporting development of outcomes evaluation measures and systems through joint
efforts of planning bodies and grantees
- Helping planning bodies develop, conduct, and manage needs assessments involving
an epi profile, assessment of unmet need, identification of PLWH perceived needs
and service gaps, resource inventory, and assessment of provider capability and capacity
- Reducing and managing conflicts between the grantee and planning body and between
Title III and/or Title IV grantees
- Building the capacity of service providers
- Charting and improving the continuum of care
- Establishing and managing a cross-title collaborative within an EMA
- Unmet need: Mosaica provides individualized assistance
to grantees and planning bodies in the area of unmet need, including:
- Estimating the number of people in each Title I or Title II service area who
know they are HIV-positive but are notreceiving regular HIV-related primary
medical care
- Assessing the service needs and gaps for such people, including finding out
who they are, where they live, and why they are not in care
- Addressing unmet need by finding these individuals and getting them into care
Mosaica has developed self-help materials and models for grantees and planning
bodies on unmet need, and serves as the Unmet Need Technical Assistance Center
of the Ryan White Technical Assistance Contract (TAC).
- Training: Mosaica develops materials and provides training
on important issues for planning bodies and grantees, such as:
- Multicultural competence
- Comprehensive planning
- Priority setting and resource allocations
- Outcomes evaluation
- Consumer involvement and empowerment
- PLWH assistance: Mosaica staff provides training to people
living with HIV/AIDS (PLWH) to enhance their involvement and leadership opportunities
as members of Ryan White Planning Councils and consortia.
- Evaluation of the Title I Planning Council support function:
Mosaica has developed and implemented a process for evaluating the Planning
Council Support function within a Title I EMA.
- Coordinating the external review process for selected program support
categories for a Title I grantee. Mosaica convened an independent review panel,
developed guidelines and instructions for review, managed the panel process,
and provided funding recommendations and documentation of the process to the
grantee.
