Project Background and Overview
John Snow, Inc. (JSI) and Mosaica: The Center for Nonprofit
Development and Pluralism have been contracted by the Office of
HIV/AIDS Policy to perform a two-year evaluation and assessment of
the National HIV/AIDS Community Mobilization Campaign. JSI and
Mosaica will help OHAP to determine the impact and efficacy of the
Campaign’s events and activities and the efficiency of their
processes and implementation. They will also identify and recommend
any needed improvements or enhancements as the Campaign unfolds. The
team’s overall approach to the evaluation and assessment will mirror
the Mobilization Campaign’s goals and objectives as a whole.
This project will use three types of evaluation to assess the
Mobilization Campaign: design or formative, process, and short- and
medium-term outcomes. As a new initiative, the Campaign requires an
initial emphasis on planning, preparation, and adjustments. The
formative evaluation will enable OHAP to adjust elements of the
Campaign or make more substantial design refinements if needed. Once
the Campaign is fully implemented, the team will implement an
ongoing process evaluation to document which activities were
completed, where they took place, the leaders and partners involved,
the number of people involved, resources mobilized, and the
satisfaction of participants. In addition, short-term outcomes
evaluation will measure both immediate results (e.g., knowledge
gained and/or commitments made) and intermediate outcomes,
quantitative and qualitative (e.g., increased testing, new community
capacity, and/or individuals referred to prevention and care).
Finally, the assessment and evaluation will identify and document
the best practices and lessons learned from the Mobilization effort.
